Better services or lower taxes?

It’s a recurring debate at all levels of government around budget time. But it has taken an especially passionate form in Middletown, a town known for its borough-owned utilities, county-independent library and communications center and well-staffed police force – and for electric and property tax rates that are too high to satisfy many residents and business owners.
