			<description><![CDATA[Let's try to cast suspicion aside for a minute and look at the question of whether it might be at least in some ways good for Middletown to be served by real utilities. The question of water, sewer, and electric rates can probably be argued until Doomsday. The same is true about the quality of service. We are hard people to please. What lies beyond argument, however, is infrastructure. Like Harrisburg with its municipal water system that by law cannot include a small month's charge for upkeep and infrastructure in the bill, Middletown has to sit and watch its systems deteriorate. Taxation or a bond issue would probably be the main ways to finance improvements, and good luck on timely tax raises. As a result, we just might do okay with a reasoned, carefully planned transfer of services from the municipality to utilities. It's an idea, not a springboard for dumping on the current board. I wouldn't want their job.]]></description>
