Plan would strip mayor of control in emergencies
Middletown Borough Council is once again considering a plan that would shift control of emergency operations from the mayor and emergency management coordinator to the borough manager.
Why the proposed change? Because borough officials seem to agree the borough’s response to flooding from Tropical Storm Lee in 2011 was bungled, even if they disagree on where to place the blame.
